While the border had been progressively opening since November 2021 for some international students, backpackers and economic migrants, the latest rule change extends the welcome mat to all international visitors who are fully inoculated against COVID-19.

“It’s almost two years since we took the decision to close the borders to Australia,” Mr Morrison said at a press conference.

“The national cabinet has decided today Australia will reopen our borders to all remaining visa holders on February 21 of this year.

“The condition is you must be double vaccinated to come to Australia. That’s the rule. Everyone is expected to abide by it.

“It’s very important that people understand that requirement if they’re seeking to come to Australia. But if you’re double vaccinated, we look forward to welcoming you back to Australia.”

The announcement also reiterated that the definition of ‘fully vaccinated’ will remain at two doses for the foreseeable future.

Unvaccinated travellers will need to apply for a travel exemption and fulfil quarantine requirements.

The Victorian Chamber welcomes the Prime Minister’s decision to re-open Australia to vaccinated international visitors.

“From 21 February, Australia will be welcoming back double-vaccinated tourists from around the globe,” Victorian Chamber General Manager, Policy and Advocacy Dylan Broomfield said.

“This will give much-needed confidence to our hard-hit tourism, events and accommodation operators who have been crying out for certainty.

“Before the COVID-19 pandemic, Victoria’s visitor economy generated 210,000 jobs and $21.7bn to the state economy – we can’t let it fall behind the rest of the world.

“The Government now needs to encourage as many visitors as possible to visit Australia.”
