Victorian Chamber generally supports the position outlined by the draft terms of reference for the inquiry.
However, the designated period of no later than 30 November 2015 by which the Committee must present its final report to the Legislative Council does not reflect the necessary sense of urgency, given the importance of this crucial matter to the state of Victoria.
Both major parties have been supportive of this transaction for over 12 months and, given the significance of this legislation, greater urgency and level of cooperation between the major parties to bring this to a timely conclusion is required.
The final report should be presented for consideration by the Parliament of Victoria in early October, to allow for the resolution of this matter during the 2015 parliamentary year.
