The Victorian Chamber’s Certificate IV in Work Health and Safety (BSB41419) provides you with a nationally recognised qualification to support your career as a WHS officer or advisor.

Do you have specific responsibilities for WHS in your workplace? Make sure you have the necessary practical skills by enrolling in The Victorian Chamber’s Certificate IV in Work Health and Safety.

We run interactive workshops at our conveniently located Melbourne offices on 150 Collins Street, a short walk from Flinders St. station. Learning face-to-face with our leading instructors, along with the other students, enables you to discuss critical WHS issues, to ensure you gain a deeper understanding of how to manage the risks within your organisation.

You will learn new skills that you can apply directly to your workplace, including how to comply with WHS laws, how to identify WHS hazards, and many more. As we want to equip our students with practical skills, we strongly recommend that applicants are employed or otherwise engaged in a WHS-related role.

Students participating in this program should note that they may be contacted and requested to participate in a National Centre for Vocational Education Research survey or a Department-endorsed project or audit or review.

All eligible Government subsidised students in a traineeship or non-traineeship course must have and maintain residency in Victoria for the duration of their course


This training is delivered with Victorian and Commonwealth Government funding.

Course details


This program is appropriate for anyone who has the role of a Health and Safety Representative (HSR), Health and Safety Committee or an OHS Supervisor, Officer or Coordinator. Is also suitable for existing workers who have a variety of WHS responsibilities and require additional knowledge and skills.

Enrolment Requirements

As this qualification requires participants to apply and practice their new skills across an organisation, with access to different occupational groups and circumstances, and also to base their assessment solutions in a workplace environment, it is strongly recommended that participants are employed or otherwise engaged in a OHS/WHS or related role.

Assessment assistance may be provided, if this is not possible.

Participants must be over 18 years of age.

Preferred Pathways for participants considering this qualification
  • With a Certificate III in OHS/ WHS or other relevant qualifications or courses; OR
  • Vocational experience in work health and safety roles, without a formal qualification

  • BSBWHS412 Assist with workplace compliance with WHS laws
  • BSBWHS413 Contribute to implementation and maintenance of WHS consultation and participation processes
  • BSBWHS414 Contribute to WHS risk management
  • BSBWHS415 Contribute to implementing WHS management systems
  • BSBWHS416 Contribute to workplace incident response
  • BSBWHS418 Assist with managing WHS compliance of contractors
  • BSBINS401 Analyse and present research information
  • BSBWRT411 Write complex documents
  • BSBLDR411 Demonstrate leadership in the workplace
  • BSBWHS520 Manage implementation of emergency procedures
Workshop delivery schedule

1 day per fortnight over 16 weeks


For the successful completion of this qualification, participants must;

  • Attend all scheduled classes and successfully complete all the workplace-based assessments
  • Assessment tasks must be submitted within twelve months from the last unit delivery date
  • Participants should allow a minimum 10 hours per week to complete the self-directed learning and assessment tasks.

Recognition of Prior Learning (RPL) is available upon enrolment.

Further studies pathways

Units completed in this program may be credited towards other qualifications through a national recognition process.

After achieving this qualification participants may meet the current entry requirements into the Diploma of Work Health and Safety.

Eligibility for government subsidised place under the Skills First Program 2021

To be eligible for government subsidised training, applicants must be:

  • An Australian citizen; or a holder of a permanent visa; or a New Zealand citizen; AND
  • A resident of Victoria for the duration of the course; AND
  • Aged 18-19 (i.e. under 20) years of age on 1st January in the year of the course commencement; OR
  • Aged 20 years or over on 1st January in the year the course commencement, and you are enrolling in a qualification that is at a higher level than your highest qualification held (‘upskilling’);

Other eligibility criteria

In addition to meeting the above requirements, an individual is only eligible to:

  • Commence a maximum of two government subsidised courses in a calendar year, including if one of the subsidised courses you’re enrolled in is scheduled to commence later in the year;
  • Undertake a maximum of two government subsidised courses at any one time;
  • Commence a maximum of two government subsidised courses at the same level in your lifetime

Pre-training review

Part of the enrolment process, Victorian Chamber must conduct a pre-training review largely designed to:

  • Identify and assist with your training and any other individual learning needs
  • Identify any competencies previously acquired and the opportunity for recognition of prior learning and credit transfer
  • Determine that your language, literacy and numeracy skills will ensure you will get the maximum outcomes and benefits from your course
  • Ascertain if the proposed learning strategies and materials are appropriate for each participant
  • Ascertain that you are enrolling in the most suitable qualification for you, including consideration of your learning objectives, career aspirations and the likely future job outcomes from the development of new competencies and skills

Participants are required to download and complete the  Pre-training review and evaluation and submit it together with the Registration Form and any other necessary documents. Feedback will be provided within two weeks from your course Registration submission.
