Selling to Government Special Series – Part Three: Where to find opportunities

How and where Government makes announcements that allow business to benefit.

You can find opportunities by looking at the procurement activity plans for each organisation on their website.

For construction works, you can find plans published through forward-notices under 'Advance Tender Notices' on the Buying for Victoria portal. These include continually updated information on the pipeline of upcoming procurement opportunities.

Buying for Victoria Supplier Portal (formally known as Tenders VIC) is a public website where Victorian government departments and agencies electronically publish tenders of significant value and advertise new or renewing supplier panels. It also lists successful bidders and the value of the contract awarded. It is the first place to start looking for current tender opportunities and awarded contracts. You can even register to receive notification of upcoming and live tenders.

The Buying for Victoria website has additional information, opportunities and guidance for both suppliers and buyers all in one place.

Another useful resource is the Local Jobs First Strategic Projects Forward Plan which

  • lists current, and future projects covered by the local Jobs First Policy
  • describes local content requirements
  • provides early notification of projects and allows industry to register interest in these projects.

Other supplier registers

The websites and supplier registers below are also great ways to find out about upcoming tender opportunities with government departments and with major contractors. They are also good sources to use when looking for potential joint venture partners on specific projects.

ICN Gateway is an online register of buyers and suppliers maintained by ICN Victoria and used by major contractors to identify suppliers to meet their local content requirements. Smaller businesses looking to participate in supply chains should register capabilities on this register.

The Construction Supplier Register maintained by the Department of Treasury and Finance, is a list of prequalified consultants and contractors in the building and construction industry.

The VicRoads Supplier Register is a list of contractors and consultants that have demonstrated they possess the necessary expertise, management systems, and financial capacity to undertake particular categories of works and services. To be entitled to bid for VicRoads contracts, businesses must be registered on this database.

The Department of Jobs, Precincts and Regions maintains a Victorian Wind and Solar Facilities Victorian Business Supply Chain Directory profiling and promoting Victorian industry capability and supply chain businesses that can provide goods and services to wind and solar farm projects. Ethical Supplier Register is a database of suppliers of locally manufactured corporate clothing, uniforms, workwear and PPE. The registered suppliers have their local manufacturing supply chain accredited by Ethical Clothing Australia or verified by an independent third party.

Procurement Australia is one of the largest purchasing groups in Australia. It works in partnership with both buyers and suppliers to get innovative, sustainable solutions, attaining the best value and creating collaborative purchasing arrangements. They have 700+ members across local, state and federal government authorities, trusts, not-for-profits, universities and TAFEs, water corporations, libraries and the private sector. It offers a range of services such as publicly tendered contracts, brokering services, committed volume contracts, a detailed online contracts catalogue, clustering and collaboration services, as well as conferences and training workshops.

You can also get your business listed as a social or sustainable business with the following organisations:

Supply Nation is Australia's largest national directory of verified Indigenous businesses and the Victorian Aboriginal Business Directory is an online directory of companies based in Victoria and are at least 50% Aboriginal owned. There is no cost to register. Buyers can search these websites if you are seeking to procure services from Indigenous businesses or register your Indigenous companies to increase your opportunities of being subcontracted.

Australian Disability Enterprise (ADE) register if your business employs people living with a significant disability.

Social Traders connects social enterprises with social procurement opportunities and maintains a database of operators in Australia. They also support businesses to deliver on the contracts they win successfully.
