The Victorian Chamber welcomed the opportunity to make a submission on the Employment White Paper, due to be released November 2023, providing a roadmap for Australia to build a bigger, better trained and more productive workforce.

It will focus on driving full employment and productivity growth for the benefit of all Australians, along with women’s economic participation and equality.

The Victorian Chamber of Commerce and Industry is Victoria’s leading business and industry body that informs and services more than 65,000 members, customers, and clients across the state.

Our submission reflected our ongoing work across all industry sectors, spanning small, family, medium, and large-sized enterprises. It is informed through ongoing member consultation and provides 27 recommendations across three key themes:

  • Workforce participation
  • Training and education system
  • Labour productivity and the future of work.

Key recommendations include removing restrictions such as secondary income tax to boost workforce participation, improvements to migration through faster visa processing times, pathways to residency and recognition of prior learning, and ensuring a fit for purpose education and training system.

Victorian Chamber Chief Executive Paul Guerra said: “Meeting the skills and labour needs of businesses is essential for thriving communities. Businesses provide essential goods, services and employment; as well as vital opportunities for people to develop, upskill, and connect to society.

“The goal of achieving full employment in Australia, as well as meeting and preventing skills and labour shortages will not happen without a pragmatic, collaborative approach to solutions and the allocation of sufficient funding.

“Focusing on investment and a targeted approach to workforce participation, including supporting employers through increased inclusive employment, alongside measures to increase Australia’s workforce productivity, and a fit-for-purpose educating and training system are key.”
