ATA/TAITRA Carnets

What is an ATA Carnet?

An ATA Carnet is an international customs document that allows for the duty-free, temporary importation of goods into more than 77 countries and territories for up to 12 months. It prevents the possibility of your items being confiscated, simplifies customs formalities and reduces clearance times, allowing you to expand your business overseas with ease.

The Victorian Chamber can also issue TAITRA Carnets for use in Taiwan, where ATA Carnets cannot be used.

TAITRA Carnet for Taiwan

Taiwan

Taiwan has its own version of the ATA Carnet, called a TAITRA.

The TAITRA document acts as a temporary import passport for goods entering Taiwan exclusively. It is the result of a bilateral agreement between the Victorian Chamber and the Taiwan External Trade Development Council. We are the only body in Australia that can issue a TAITRA. Replacement Carnets are not accepted in Taiwan.

The TAITRA is handled differently to an ATA Carnet and requires a separate application.

Note: If you are travelling to destinations other than Taiwan on the same trip, you will require an ATA Carnet for those destinations.

Benefits of an ATA Carnet

Save time and money

Save Money Carnets facilitate temporary duty-free and import tax-free admission of goods into foreign countries, removing the need to post bonds or pay duty on entry and drawback on re-export.
Save Time Carnets simplify and expedite customs formalities and reduce clearance times for goods – both at importation and re-exportation. They eliminate the need to prepare importation forms for different countries.

If any goods covered by the ATA Carnet are not returned, the exporter is liable to pay the applicable duties and taxes at destination and provide the Victorian Chamber with satisfactory evidence of payment from the overseas customs authorities.

The ATA Carnet is accepted in more than 77 countries and territories. However, special conditions or regulations may apply. Below are the most visited countries with special conditions. Please contact the Victorian Chamber for more information.

Canada

Goods temporarily imported for the purpose of display at a convention or public exhibition are only covered by a carnet for a six-month period.

China

China

During entry declaration, customs may require supporting documents to verify if the use of the goods is the same as the use typed in column C on green cover and vouchers. For carnets with different intended uses, the supporting document varies:

  • Exhibitions and fairs: copy of exhibition registration form (the most effective one), copy of exhibition booth confirmation letter/invoice, etc.
  • Professional equipment: approval letter issued by a relevant government department (if any), or contract/agreement (indicating the carnet holder’s name and the details of the activity), etc.
  • Commercial samples: approval letter issued by a relevant government department (if any), or contract/agreement (indicating the carnet holder’s name and the details of the activity), etc.
  • Sporting goods: approval letter issued by a relevant government department (if any), invitation letter issued by the event organiser, etc.

India and Mexico

Goods imported into India or Mexico with a Carnet must be re-exported within the six-month period after their importation date. If your goods need to remain in either country for longer, you should obtain approval from customs before the six-month period has expired. Failing to do so will result in duties, taxes and interest being charged. Goods cannot remain in either country beyond the maximum allowed period of 12 months from the date of import.

Carnets can only be used for display or use of goods at exhibitions, fairs, meetings or similar events.

Malaysia, Malta and Singapore

Goods imported into Malaysia, Malta or Singapore with a Carnet must be re-exported within the three-month period from the date of importation. If your goods need to remain in any of these countries for longer, you should obtain approval from customs before the three-month period has expired. Failing to do so will result in duties, taxes and interest. Goods cannot remain in these countries beyond 12 months of the import date.

Russia

Russia

The representative of the Carnet holder must hold a power of attorney unless their full name, passport number and date of issue are duly indicated under the representative/clearing agent’s field. The description of goods for the Carnet must include their code according to the WCO Harmonized Commodity Description and Coding System (HS Code).
