While falling short of the accolade of world’s most liveable city, a title it held for sevenyears until 2017, Victoria’s capital bounces back from 10th post-pandemic.

The top cities this year are Vienna and Copenhagen, with Melbourne maintaining its lead ahead of Sydney in fourth.

Improved healthcare since the pandemic helped move Melbourne up from 10th spot, with culture and environment proving the 0.3 score difference between Sydney.

Of the other Australian cities, Perth and Adelaide were equal 12th (up from 32nd and 30th respectively) and Brisbane 16th (up from 27th).

Victorian Chamber Chief Executive Paul Guerra said: “This is a fantastic accolade for Melbourne and it’s great to see us back up in the list. It’s an inspirational confidence boost for businesses who have done the hard yards through the pandemic and should now be reaping the rewards.”

Overall, the average index score across all 172 ranked cities (excluding Kiev) reached 76.2 out of 100, up from 73.2 a year ago, marking the highest score in 15 years.

“A shift back towards normality after the covid-19 pandemic and incremental improvements in liveability made by many developing countries have been the biggest drivers of changes in EIU’s global liveability rankings. With covid restrictions diminished, the 2023 survey (conducted between February 13th and March 12th) shows a noticeable improvement across the world,” the report noted, with stability being in only metric falling this year because of greater civil unrest.

Regionally, Asia-Pacific cities accounted for eight of the top 10 fastest-climbing capitals this year, as economies recovered from the pandemic. Wellington (New Zealand) soared by 35 places to 23rd place, Auckland (New Zealand) by 25 to 10th, while Hanoi (Vietnam) has moved up 20 spots, as their Covid restrictions were lifted.
